Prof. Annita Larissa Sciacovelli is an internationally recognized expert in cybersecurity law, risk governance, and international policy. Operating at the vital intersection of state defense, legislative frameworks, and emerging technology, she is a qualified barrister, Professor of International Law at the University of Bari Aldo Moro, and a Strategic Advisor to the Italian Ministry of Defence.
Prof. Sciacovelli is deeply involved in shaping the future of European digital resilience through her work with the European Union Agency for Cybersecurity - ENISA, where she served on the Advisory Group from 2023 to 2025. Her recent policy leadership includes serving as Co-rapporteur for the ENISA ad hoc group on “NIS 2 Directive: post-implementation” and as an active member of the ad hoc working group on the Common Vulnerabilities and Exposures (CVE) system.
Within national defense and security infrastructure, she served as the Legal Advisor to the Italian Military Cyber Command, and as the Scientific Co-Director of the Cybersecurity Course for the Cybernetic Security Operations Centers of the Italian Postal and Cyber Police.
She is a member of the Global Cyber and Security Policy expert panel at the Geneva Centre for Security Policy (GCSP) in Geneva, and Vice President of Global Professional for Artificial Intelligence (GP4AI), and her contributions to European cyber governance were recognized in Paris, where in she was awarded the prestigious "Professional Woman in Cybersecurity Europe" prize by CEFCYS.

The discussion should address which aspects of existing frameworks need to be reconsidered to better align with the current threat and risk landscape. It should also highlight emerging risks introduced by AI that must now be taken into account. Finally, we would like to examine the skills and competencies that cybersecurity experts need to develop in order to effectively navigate today’s evolving cyber governance environment.
